Ford taurus wont start with loud humming?

I have a 95 ford taurus that wont start. after much advice we tried e thing from giving it more gas to checking plugs and fuel pump. the dilema is car along with the fact that it wont start had this loud, disturbing humming that sound like a bad electrical current. we pin point where the bad noise was coming from and it appears to be a little black box that sits on top for the radiator fan. when we disconnected this box the humming noise is gone however the car still wont start. (of course) my question is what the heck is this box? to describe this box it is black in color, small rectangle with each corner with curved inward. on one of the long sides is where a big plug fits in. the small box is connected to a l shaped bracket. i hope someone can help me.

This black box is called the constant control relay module. it is also called the integrated relay module. bothe are exactly the same. it is a module with build in relays to control cooling fan operation, fuel pump control, wide open throttle cut out and more. you need to have a technician test this relay module. if you just replace it, there may be another concern that caused the module to make noise. ford has a special l that can plug into it and test it. this will help you isolate the concern.
