I have an 86 chrysler new yorker?
The insturment cluster is all digital and about a week ago the speedometer quit and it showes e once and a while it bounces from 10 to 48 to 3 and still will not show ground speed

Find the brain box of the unit and see if it may possibly have corrosion in it. if its mild, you can simply blast it off with a quick squirt of anti-corrosion spray, or you can brush it off with a small brush or a quick blow from your lips may do it too.
