bought a 98 town and country minivan at an auction. feels like the power steering is not working at slow speeds(very hard to turn wheel), at faster speeds you can turn the wheel but its still harder than normal. what do you think this might be and what might it cost to fix? thanks for your ideas.

Either the steering rack, or the power steering pump is faulty.
