Answer
The steering wheel device is widely known as "the club". it is normally removed by a thief by making two cuts in the steering wheel with a bolt cutter or similar. the device can then be rotated to where the 2 cuts were made and removed. car is still driveable with whats left of the wheel. modern day cars built in gerbloke y all have some sort of driver authenticating system where it does not run without the key. the key has the chip which communicates with a transmitter in the steering column. the most advanced would be mercedes benz "smartkeys" on cars built after approximately 1998. they no longer even use a metal key blade and rely solely on communication between the key and electronic ignition switch. some people wire in a kill switch hidden somewhere in the car to cut power to fuel or ignition componants. another is a removeable steering wheel my personal favorite theft deterrent is this one made popular in johannesburg http://www.cnn.com/world/africa/9812/11/flame.thrower.car/
