Hybrid Cars

I need to ask some discussion questions for my class about hybrids cars and how u think about them in hov lane even wtih one occupant in the car whoever gives the most nice answers gets teh best answer thanks this is for a presentation for my fellow freshmen

As a societal policy of reducing emissions and using less fuel, government should encourage hybrid vehicle usage.but is the best reward the ability to use the hov lane. if that is your only incentive, soon everyone is in the hov lane. the original purpose of the hov lane was to decrease the total number of cars, by encouraging more passengers per vehicle.by encouraging hybrid cars by rewarding them with hov usage, you defeated the original purpose - everyone will be driving a hybrid - and there will be no space in the hov lanes.
