Does the government still give tax credits to hybrid car owners, or was that phased out?
If it still exists, how much is the tax credit, and does it count if i were to buy a used hybrid instead of a new one?

It is on new ones only, and has been phased out for many models but still exists for some. see irs.gov for more info - type "hybrid" into the search box.
