Car Seats

I was told that ,recently, a middle aged lady travelling in the rear seat of a chaffuer driven car was fined by a cop for not using the seat belt and apparently the cop also told her that it is the law of the state of illinois. can someone tell me the correct regulation. i could not get any information on this from any official website.

By law you must fasten your seat belt no exceptions
