I dont have any money to pay for the service what legal actions could be taken against me i.e warrant for my arrest civil suit or what?

First i would call the credit card company and find out why it was rejected. it my be something simple and you can go and use it after all. if nothing can be done talk to national tire and battery and see what you can work out with them. they may take payments.
