Volvo s-80 needs repair?

I have 1999 volvo s-80. i see check engine lights. some times the brakes go numb/hard to push, next moment they are good again. is it advisable to spend money at volvo dealer or regular service station. i have seen regular service mechanics have no clue about volvo stuff.
