cold here (about 15 degrees, f), and my v70 warms up fine. but then the thermostatic fan kicks on and the cold air makes the car impossible to keep warm. why is the fan kicking on?

Sounds like your water pump is bad & not circulating the water. it also sounds like you may be low on coolant & the thermostat needs to be replaced. autozone has all the parts you will need.
