Why would my starter on my volvo penta aq125a use excessive voltage?

I have a 1983 bayliner with the volvo penta aq125a motor and the 270 sterndrive. for some reason it is difficult to turn over and drains the battery in 3 or 4 tries. i have a new battery and cables, but need to figure out why it uses so much power to turn over.

It sound like the starter "dragging" probably the brushes/armature getting dirty/bad. remove the starter and take it to a starter repair shop not a boat dealer. they will check it for you usually for free. auto-zone and other parts store do this . it a car engine on the outside, and, car starter!!a starter/motor repair shop may fix it cheaper than buying a rebuilt at a parts store.
