Im not a euro car expert here. the car seems to overheat very quickly. the fan turns on... the radiator is full of engine coolant. i checked both the top and bottom hoses. none of them are cold. so i was expecting that the water is circulating.. what could be the problem? i have search the web about the recall on the car. it stated " recall date: 09/20/1995 component: 1994 volkswagen passat engine and engine cooling:cooling system:fan potential units affected: 34000does the dealer still cover this recall for free?

Yes, the dealer should carry out the recall for free! recall is a defect recognised by the manufacturer.you need to provide your full vin# to the dealer, they will then check with their system to confirm 100% weather the car needs the recall. i could check for you if you can provide the recall code and full vin#. it looks like the effeciency of the fan is,low, possibly 2nd speed not working so unable to maintain the engine temp within the required range constantly.lets do the recall checks first.
