Ac on suzuki wont work. mechanic bypassed relays, and compressor will kick in. i bought new relays and installed but compressor wont kick in. its 25*...will this keep the compressoor clutch from kicking on?

I would just take it back to your mechanic, and have him do it right, or sue him.
